A Criminal killed in Looty Bay drops the whole inventory. If you carry gear you cannot replace, fighting on is the most expensive choice.
ROB RUN Death and Loot Loss Checker
Three things decide what you walk away with: where you are, who you are and how the encounter ends. Set all three and the checker stamps one ruling for your bag and one for your equipped gear.
Stamp your verdict
Every ruling below comes from an official answer. Combinations Kefir has not covered are marked as unknown.

Fight, surrender or bribe
The three ways a Criminal's run-in with a cop can end in Looty Bay.
The officer takes your bag and you walk away with everything you have equipped. Once a cop has you, it is the only way to save that gear.
You can only offer a bribe with money already in your bank account. If the cop takes it, they get a solid payout and you lose nothing.
Cops are paid from confiscations, arrests and bribes, so every ending puts something in the officer’s pocket.
Civilians, cops and the desert
Without a mask the rules soften; outside the city they disappear.
Killed without a mask in Looty Bay, you keep both your bag and your equipped gear.
You keep personal items and lose department-issued gear. Each death in a row makes the next respawn take longer.
The desert is lawless and anyone can try to kill you there. Death there takes all your loot, whatever your role.
Kefir has not said whether a Civilian killed in the desert keeps anything, and the desert rule says all loot is lost. Carry only what you can afford to drop.
Cash and the weekly wipe
Two rulings that ignore zone and role.
Loose cash in your pockets can be stolen or confiscated. Once you launder it into your bank account it is out of reach until the next wipe, and any ATM pays it back out.
How laundering works →Every seven days the Federal Raid clears plots, bases, weapons and cash and turns them into jail time and authority. Cosmetics, your player name, tutorial progress, settings and the jail time you have built up survive it.
